Icon4 [1998, 2.5L, 2WD] Random hesitation and $10 data failure.

Hi guys, i have a question about my Ranger and the meaning of $10 mode.

Sometimes i feel random short hesitations while waiting for the green light. Feels like engine revs are going down for 5 seconds and back to normal.

No Check engine lights, no errors found but Test $10 data screen shows Fail status. Component ID - $21; test value = 65535; Max limit = 64
According to some web sites i found this: "MID$21 – Catalyst monitor"
Not so sure it's related, i have passed the SMOG test with no issues.
I'm using Torque app and Launch Creader 6001 to scan the car. On the Torque app i see misfire count 0-2 everytime i'm driving to work and back. Not always correlated with the momentary hesitations by the way.
Any suggestions?

Did you ever figure this out?

I am having exact same issue in my 97 2.3.

I would scan the upstream and downstream o2's to make sure the cat is working correctly. You may be getting a clogged converter.

I have been using torque pro

And scanning pretty regularly but don't know very much about interpreting the o2 and fuel trim results. Also, right now my o2 and heated o2 monitors will not complete, though the rest (including cat and egr) have. I recently pulled 2 codes - p0420 and the other was a common misfire code I can't recall at moment. Here is a screen shot of a recent set of mode 06 data - which I also am at a loss for trying to decipher.
