lobing problems at idle

so my truck has been lobing and i took it to a mechanic to check it for other things. he said it was the mass because they bypassed it and the problem stopped. so i changed the MASS out for a reconditioned one. same problem
idle from 700-1500/2000 slowly goes down.
the only code that comes up is for an EGR valve...thoughts?

yes so the hose that runs from the top of the engine into the intake is the couplrite. i tested it by pulling it looks and plugging the intake hole with my thumb and put a rag over the tube and held it with my hand. the engine would idle fine. since i have an intake kit i am gunna have to custom make a air tight seal for the tube. i have heard of ppl just plugging both and not running a tube but idk if that will get me past smog...i hate cali law....
