3.0 vs. 4.0 Wiring harness

Is it possible to just get a new ECU and use your old 3.0 wiring harness on a 4.0 engine. My brother is in the process of buying a new engine and was looking at a 4 liter, I'm a VW guy don't know much about fords.

It won't work. To do a 3.0 to 4.0 swap, the major pieces you would need are the engine, transmission, y-pipe, engine harness and PCM.
