Noisy cooling fan, 98 ranger

Hey guys ive been having a problem with my cooling fan...it is EXTREMELY NOISY when accelerating. like it sounds like a tornado is under the hood or like being in a wind tunnel or something. kinda embarrassing and annoying.

I also seem to be getting worse gas mileage and lacking power since this problem started. Are these symptoms of a shot fan clutch? I tried turning the fan by hand with the engine off and it turns but with a little resistance, is that normal or should it spin freely?

Any input would be greatly appreciated. Thanks guys!

Either the fan clutch or the coolant temperature is running high. If it does it when the engine is cool it's the clutch.

yep it does it all the time even when engines cool. i was hesistant to think clutch because i was told if clutch is seized then i wouldnt be able to turn the fan by hand, which i can but with a bit of resistance.
