short term fuel trim questions????

i have a 98 ranger 3.0 5 speed 4x4. i do the live data on it and its shows every thing is good except for the stft (short term fuel trim) on bank 2 sensor 2 stays at a -100 and does not fluctuate while driving. i think this is part of the reason i am only getting 14 miles to the gallon. i think it is the downstream o2 sensor but not sure looking for some info or advice on what you guys think

There is no bank 2 sensor 2 on your truck; that's why the scanner says that the STFT is always way out in the weeds.
