High Idle

Could anyone help with me come up with suggestions I have been trying to solve this high idle with my truck ever since i got it. I have done vacuum tests, changed o2 sensors, sealed intake leaks, just about everything i can think of. I have an emissions test coming up and i need to get it to pass, but i have gotten so many opinions and tried so many things that i have just plain and simply run out of ideas any suggestions would be appriciated.

I once had a 2000 Saturn with a high idle. Was inconsistant and even the dealership could'nt find it.

After a internet search... It turned out to be the PCM temp sensor. I replaced it and all was fine.

Otherwise.. it's just about got to be a vacuum leak or the throttle plate not closing all the way.

the throttle plate is fine im sure of that anyway but i did a vacuum test and the readings i get say it should be fine... but idk maybe ill check it again

I should have mentioned the IAC too. If it's dirty and/or not working properly your idle will be effected as well.
