intermittent check engine light / obd1 self-retrieval test

I did this three times using a test light and got a constant light all three times; I know I should be getting flashes, break, flashes, break... representing each number. I am jumping the self test input to sig rtn, and then the test light on the self test output and the poss. battery terminal. advance auto and autozone do not carry the obd1 tester. ('93 model)

the reason I am testing this in the first place is because I have an intermittent CEL and when starting my engine cold it immediately jumps to around 1200-1500 rpm's and then dies immediately; second start no problems. In addition to that issue, while on my commute to work it randomly decides to lose power and I am lucky pushing 55 mph, then all of a sudden 70 mph is no problem, back and forth sporadically. about 4 months ago I had my spark plugs and pcv valve changed and started to notice a difference in performance (it has progressively gotten worse).

if anyone can offer any assistance in my situation, I would very much appreciate it.

update: I was able to get the codes, there was a problem with my setup (thanks youtube). The codes I got were:

15 - EEC permanent Read Only Memory (ROM) test failed.
95 - Fuel pump secondary circuit failure. The EEC senses infinite resistance to ground from the fuel pump on the Fuel Pump Monitor circuit.
39 - AXOD converter bypass clutch not applying properly.

I figured code 95 is the main concern, but not really sure where to start.
