Starting Problems

Ok. 2008 Ford Ranger, 40k miles, XLT edition, 4WD, 4.0L SOHC, 4.10 LSD, Supercab 4dr
Sometimes, completely randomly, the engine will turn over continuously but will not fire, the battery is great, and it turns over and over. However, it seems like fuel isn't getting injected into the engine (my mechanic thinks it might be the fuel pump), if you cycle the key on and off without starting the engine, the problem goes away and the engine will start. This is why I think it might be a fuel pump problem too. I would like to find out, since my dealer said they would replace whatever was broken once I knew, for free.
