Rpm doesn't go down when braking.

Yesterday while driving I noticed that when I pressed the brake the engine still sounded like I was pressing the gas pedal until I got to almost 0mph and then it would go down to normal. I'll admit it wasn't happening until after I goosed the throttle a couple times but I don't know if that would cause the problem. I asked my auto tech teacher and he said something ( I forget what he called it) next to the throttle needs to be clean probably. Anybody know what that is?

Does the pedal still return after hitting it? If not, it could be the return spring.
