the plastic cover just pops outta place. turn the plastic **** and pull a little harder on the plastic cover and then you should just be able to unscrew the jack to relieve tension on the bar that is holding it in place.
after that all tose separate bars make one long one. then you put that into the whole above your bumper and twist or crank the spare tire down.
