does it feel scratched? It looks like curb rash, Do you park up against a curb often? although it looks like, but i am not sure are the pictures up near the center of the rim?

im not so sure because its right where you would use a screw driver to pop off the center cap or right by the wheel weight there are very few inbetween the center and edge of the wheel

i have that crap on my rims and it's starting to annoy me. And the jack holes at the tire place when they re-mounted my tires and weights from fixing a leak, did a number on the rims and now i have that stuff all over.

from what i've heard you can clean up the metal and re-clear coat them. I haven't tried that though.

sand blast or chemical strip to remove the clear coat.. then polishing compound and buffers. then wax..

best way out after market wheels

that makes sence zack, i am willing to bet they did that changing the tires, i forgot about that center cap on thoose wheels, yeah to fix that best bet is to replace them, im not really sure how you would repair them, or just deal with it, put a good sealent, and that might make it less noticeable

Not really.

I just re-did a set of 16" OEM teardrop style wheels.

Remove the tires, sand off the oxidation (I used 220, then 400 grits), feather it out so it doesn't have a step that you can feel with a fingernail.

Paint them with your choice of Duplicolor Wheel paint (I used the lightest silver color) and clearcoat IAW the directions on the can (timing seems to matter).

I had read some threads about doing this and figured I'd give it a shot. I had the same type of corrosion, under the wheel weights, and pry marks for the center cap.

ONE CAN of color did all 4 wheels, and a can of clear (more coats for more depth).
You'll pay more for the dismount, re-mount and balance.

FWIW, I masked off the teardrop insets because they were pristine. Turns out, the color I picked was an exact match. In retrospect, I would have gone one shade darker, but not worth doing it over. I also just lightly scuffed the original paint with a Scotchbrite pad, only sanding to base metal to remove the oxidation and light pitting. NONE of that work showed through and I DIDN'T use a primer. They came out really nice for being 8 years old.

I literally spent more time masking the teardrop insets than I did on the sanding and painting. I could not have spent more than 3 hours total time on that project (tires were already off).

looks like someone liked those wheels a bit too much.

The best thing I ever used on my old GMC was steel wool, but I don't think that'll get through that much... Sanding is probably the only option

Sounds like oxidation, just use a good aluminum polish and it should come right off. NAPA Auto Parts sells an aluminum brightener, but I'm not sure if it is clearcoat safe.
