2002 2.3L won't turn over

Everything appears to be working properly. I have replaced the coil pack and fixed a vacuum leak. Battery is new. Starter and fuel pump are working. No codes showing. Have access to complete bi directional scanner.

Have you tried adding fuel manually?

Remove air tube from intake, open throttle plate, spray some starting fluid(ether) in and then try to start.
If it fires up and dies then fuel is the problem.
If it doesn't fire up then it is spark that is the problem.

50/50 quick diagnosis.

Have you pulled out a spark plug after cranking engine, see if it is wet with fuel, it should be?

We did try adding fuel manually and it didn't seem to help. Your suggestion of checking the spark plugs may have been the answer. All four clearly need replaced. Also my overall problem seems to be that I have oil leaking into the spark plugs. Plugs 3 & 2 were completely submerged. I'll post an update later. Thank you RonD.
