Out-of-balance rear drum

Out-of-balance rear drum
Has anyone ever encountered an unbalanced new brake drum before? I have checked the tires and wheels on my truck and still get a vibration at 58 mph! The brakes were done, spring shackles replaced (old ones were completely rusted away). Tires were balanced and now I have this vibration in the rear! What do I do now?
Thanks,
Kim

Jason wins the kewpie-doll! I had another shop look at this and they took the drum off and found a chunk of rusted old brake drum between the new drum and the axle flange. They dressed everything up and it road-tested with no vibration! Then he checked the tires with the 'force machine'. It seems like like I might need new tires soon because one of them pulses a little. In any case, the brake drum was not seated properly and THAT was the cause.
