4x4 wont engage 93 ranger stx

My brother has a 93 ford ranger stx 4.0 and he can not get the 4x4 to engage. He has replaced the transfer case motor and reset the computer replaced any blown fuses. Where should we look next?

The 4x4 switch in the dash maybe.

I dont want to sound like a jerk, but is your brother following the correct steps to engage 4x4?

Is the truck an automatic or manual?
