remove the flares? lol! He would then have to get new fenders or do some body work and repaint them because of all the holes.
Im not sure, but would the same mud flaps that are use don the rear work for the front? How are the rear flaps attached?
Another option would be to line-x the flares! That will protect them as well as look unique.

I broke both of mine off climbing snow banks last year so I made new ones from a semi truck mud flap. The main reason I made new ones was because I didn't wanna scratch up that rear panel behind the wheel from rocks and stuff coming off the tire. I think they look pretty good though.
I don't think the ones on the back will fit the front because of that bracket but I am not positive.

What Jason said, get brackets and flaps from a 01-05 w/ front flaps and flares. The flaps mount to little brackets that are bolted to the bottom of the flare and the frame if i remember correctly...might be the inside of the fender. The fenders havn't changed, regardless of flare style, I think they'll work marvelously for what you want them to do. I took mine off sooo long ago. It'll look just like how your rears are mounted.

hows this? did it this morning, think I'll go ahead and add the to the front too... I drilled more holes to mount them higher...

and a new little mod
now to make them work on the front all you really need to do is cut a lil slot on the inside of the flare, just like it is on the rear flares, and slid it up thru... I'll double check to see whats behind there cause I don't wanna drill into any components... should be getting 31"s sometime this fall/winter :-D
