Refinishing front bumper

Refinishing front bumper
My '98 came with a charcoal gray painted steel bumper. When I got it 2 years ago, i had the front bumper repainted. I've tried to keep up on the chips, but this winter, there is just too much. It looks like a teenager's face in full bloom (okay, not really, but that's what it feels like).
I've been looking at spray bed liner stuff. Duplicolor's gray bumper paint looked interesting. But then I found Plasti-dip. If I used Duplicolor's gray bumper paint, then used a clear Plasti-Dip coat...I'd think that'd protect it against rust and whatnot. I'm just wondering how it'd hold up over time. Anyone have any experience with either product?
for prep, I was going to wire-wheel the whole thing down to bare metal, rustoleum primer it, duplicolor bumper coat, clear plasti-dip. I'd think that'd be a pretty inexpensive way to do it and keep it somewhat looking nice. (I would run a sample to make sure it at least looks decent though)

bumper's really started rusting now around the valence so I decided to look into this a bit more. I picked up some black Rustoleum bed liner at Lowes and sprayed it on a test piece of metal. Sprayed some light gray paint on top of that and it turned out looking nice. I think I'm going to bed line it, then put a coat of dark gray paint on it.
I don't mind touching up, but I do mind the rust.

I plan on taking a wire wheel on a snag grinder to it, take it all down to the metal, then bedliner. I'll just put a cover coat on it, then use the rest of the can to bulk it up. Finish it off with a coat of the color of paint I want for looks.
But since this is just for looks, this may not get done for a bit.
