99 Ranger Won't Start
Engine cranks fine, but won't start. I suspected a fuel problem. Checking voltage at the Inertia Switch, as soon as the ignition key is switched to the Run position, voltage appears on both heavy conductors. A second or two later, a relay clicks in the engine compartment, and voltage disappears from the Inertia Switch. The only fault code that I have is Cylinder 3 Misfire.

You will only see power at inertia switch for 2 seconds after key is turned on, that is correct, it's a safety feature, relay you hear is the fuel pump relay shutting off power to inertia switch.
You should also Hear the fuel pump run for that 2 seconds, if you don't then pump has failed.
