Rusted bolts

Hi everyone, just got this 2002 Ranger XLT 4x4 Off-Road and it came with some exhaust leaks. I've pinned it down to the muffler and one of the front catalytic converters. Wanting to avoid welding by buying just the one leaking cat, I decided to go with the entire front cat setup here. The only problem is, I have now realized the bolts holding the tri-flange that connects the front and rear cats, don't even look like bolts anymore (as pictured below). If somebody could please help in telling me the best way to remove these bolts so I can replace the front cats, such that I don't damage the connection at the flange? Thanks.
