rattling noise

i have a 99 ranger step side and on the driver side of the bed, where the step is, its not quite connected to the frame. theres quite a bit of play there and whenever i hit a decent size bump i hear this ugly rattle and clanking noise. i took a look under there a while ago to see how its supposed to be connected like the other side but didnt really find out much. anyone have a solution to my minor but annoying problem?
thanks

i seem to think there should be something under the black part of the step that connects it to the frame by looking at the passenger side step but i'm not positive.

sorry for the large pic

ok i got ya, pull that black step pad off. it just snaps on there and there are screws under there that secure the bedside to the metal substructure. tighten those down, they may have loosened. i think they are a torx head though
