does every 4x4 ranger come equipped with the off road package? because i've noticed that my ranger doesnt say anything about it, while some others do of the same year.

i dont think there was any difference in the 4x4 and the "off road" 4x4......i believe it was just a difference in stickers....until they came out with the FX4 and FX4 Level II

I think the only differences were skidplates and different shocks.

Bingo. Along with the "off-road" stickers, the only other difference was that the ORP often had a traction-lok limited slip differential in the rear axle. That applies up until 2001. In 2002 the FX4 Package was introduced, and in 2003 the FX4 Package became what we call the Level II today. The ORP in 2003 became regular "FX4 Off-Road"
