in ny, trucks arnt required to have bumpers. which is prolly why the toyota rav4 doesnt have a back bumper from the factory - dont believe me, look at one next time, there is no back bumper, its classified as a truck and isnt required. now as far as cars are concerned it is required to have some sort of bumper.
tho, dont forget, u could paint a 2x4 red and slap it on with two bolts and there ya go, yes it is crude, but hey, its quick easy, most likely free/or close to it, andthen they cant btch

I got a five day fix-it ticket, basically a warning, an hour after I took off my rear bumper and shipped it to beard. lol damn cops....
I said "It's just til I get my new bumper finished in a couple days". He got me like a minute from my house after I just drove 40 miles round trip to the fedex store and had a cop follow me for about two miles, on the freeway, with no reguard.

It is a safety device required by the federal goverment when the vehicle is manufactured. There is a very good chance that the federal requirement will be mirrored in most state motor vehicle laws. If it isn't, it should be. Please remember, just because you never got pulled over for it, doesn't mean it isn't illegal.
