Inside the air box where heater core lives is the Blend Door, that is the most likely problem.
It is controlled by a motor(actuator), and that is usually what quits working, although the door itself can break where it attaches to the actuator.
To get to the actuator and blend door requires a bit of work in removing dashboard parts.

I didn't see any specifically for 2009 Ranger, but you will get the idea of what is involved and how to do the repair

that exactly what happened to my 09 ranger. what i did was removed the glove box and i found a cheap 8mm socket and i shaved it down on a grinding wheel to make it shorter and i got all 4 bolts out with out having to remove the dash. new part in and it works like new again. ford told me it was a common thing with this year ranger

Could it be anything else? I've spent @2 hours and all I can do is touch the back 2 bolts. I can't seen to be able to get the socket on there, even after removing the seat and having the socket. There is a wire bundle directly above the back of the actuator that keeps the ratchet from straightening up and down.
