Other ways to attach tie downs?

I'm looking for any way to attach accessories like (bed rails and or headache rack in particular) tie downs, etc other than the standard "cleats" in the four corners, halfway down my box... I hate wrestling tie down hooks into them and I've started to absolutely hate those damn cleats... I have a 1998 ford ranger XLT stepside standard cab, with the 5 speed manual in the 3.0L.. I have no stake pockets or anything either, so does anyone have any ideas?

Drill and bit. Clean holes nicely and apply a good rust prohibitive primer. You didn't think this was going to have a magical fix did you?

I have rings in my bed floor. Main use is to hold my spare tire. But I can take that out and strap anything in to it.
