I have one Paul. It hooks up to my CB.

They are awsome, you should get one.

get a cb... then just get an external speaker.. get a marine boat speaker so that its fully waterproof...

the only problem that i have encountered is that mine is mounted rite in the front and sometimes while driving faster the winde distorts it and you can hear it... thats why some people mount it farther back in the engine bay

Here is the one I got from radio shack it was white.

I mounted it on the plastic deal that covers the bottom of the radiator

The bumper blocks all wind and it works fine at freeway speeds I know from experience

Speakers don't make watts. The wattage rating of a speaker is what it can handle without blowing up. CB radio PA outputs are usually quite low and nowhere near 30 watts. I would guess less than 10.

I have the exact same thing in the second link you posted, i got it at pep boys for cheaper too. The speaker that comes with it is small and isnt very loud, I ended up replacing the speaker with a bigger one i found out radio shack and now its as loud as a cops.

You decide on anything Paul. I have a pretty nice CB for sale. All you would need is the speaker.

I have on connected to my CB too. Mine is tucked up under the left front wheel well. It's way out of the way and can still be heard.

There are two bolts in the wheel well, the speaker is behind it.
