mine holds a full sized spare and mine also is a cable attached to the wingnut that is lowered down by assembling all the pieces of the jack rods together and cranking it down from just above the rear liscense plate... (also mine is a 99')

depends what your version of a "full size spare" is. my '01 came with 245's, but the spare is only a 235.

A 225/70R15 tire will fit with plenty of room.

The truck's OEM tire changing tools are needed to lower the holder down. One of the rods has a hook on the end. You insert the hook end of the rod into the hole between the bottom of the tailgate and the bumper. It will lock into place and you just rotate it and the holder will lower. Once it is low enough, and there is plenty of slack in the cable, you just put the cable and holder through the hub of the wheel and winch the spare up until it is secure. Some trucks have a lock over the hole where you winch the holder down, so you will need to find the key to remove it if the truck has the lock.
