I have used Stop Rust by rust oleum... kind of a crappy product...
Rust around wheel wells in cube vans is a major problem (inside out of the weather) and I applied some of this watery like stuff to the rust... it turned the rust black... however, with in like 3 months the rust was back - with a vengence. I ended up sanding it all down, and using acid on it, then some old school primer and top coated it... havent had a problem since.
