I have a foglamp mod that has been verified to work on 1999~2000. The 1998 Ranger is, in many ways, electrically similar to the 99~2000.
I tried to verify the wiring info but the 98~00 Ranger owner's manuals disagree with the 98~00 Ranger wiring manuals. So, I don't know which to believe. AFAIK, no one has actually tried this to see if it works on a 98.
EDIT: It has been confirmed that this mod does work on 99~2000 but it does NOT work on 1998:

I posted this a while ago and just copied and pasted here so you can be informed.
well i did it and i now have NO FOG LIGHTS. I bent the prong that is pictured and it didn't do me any good except that i now need a new relay. I broke off number 1 in my diagram I know it may not be labeled correctly but this was just to show what not to do. If anyone wants to try the other 4 maybe we will know what doesn't work.

Going strictly by the 98 wiring manual, it looks like the foglamp relay triggers from the right side low beam wire (DB/LG).
Moving and tapping the relay coil power wire to the common headlight wire (RD/YE) before the hi/lo/flash switch should give foglamps with both high and low beam.
To get them to come on with high, low and parking lights, the relay coil power wire would need to be moved and tapped to the exterior lights wire (BN).
However, this is all just guesswork until it can be confirmed on a 98 truck.

The foglight mod worked on my 2000- but that is for the foglamps to come on with the highbeams. I *think* he means, how does he turn the fogs on with the parking lamps- like my avatar. My foglamps always came on with my parking lamps, ever since I bought the truck, as the foglight button is an 'on/off' switch, mine is always left in the 'on' (pressed in) position.
