Ebrake adjustment?

Ebrake adjustment?
I searched last night and found a post of someone saying that you can adjust the ebrake by playing with a bolt that is on the ebrake pedal mounting bracket? Is this true? I saw the bolt but I don't know what it will do if i play with it. Its a small gold bolt, maybe like a 5mm or so....

The brakes shoes are self adjusting for lining wear.
The p-brake pedal mechanism is self adjusting for cable stretch. At least that's how it is in my 2003 and I believe yours is the same.
If the p-brake isn't working well, my first suspects would be a frozen starwheel adjuster or severely worn brakes. It could also be the pedal self adjuster mechanism.

Another idea. The starwheel adjusters have opposite threads left and right. If they get mixed up, the self adjusters will bring the shoes in instead of out.
And this. If you reach under the truck and pull the p-brake cable down, do the inner cables move inside the outer cables back at the rear brakes? It is possible for them to rust up solid over time.
