Bad sending unit?

Higher gauge reading means higher resistance in the fuel level sender circuit, so a poor connection or open in the sender circuit could send the gauge to the max.
Assuming that high resistance is the cause, I would check the easiest possible problem area first - the bolted ground point under the hood on the driver side inner fender about halfway back. If that's OK, then it is down to troubleshooting the circuit one segment at a time: the Y/W wire from the cluster's Slosh Module back to the sender, the sender itself and the BK/Y wire forward to the underhood ground.
"Empty" sender resistance in a 94 Ranger should be about 22 ohms, "full" around 145 ohms.
