should the Idle control valve be air tight?

should the Idle control valve be air tight?

i did the cigar test checking for a vacuum lerak and smoke dumped out the idle control valve through the black cap on it and the crimped ring holding it together.. is this normal? i went to buy a new one and i blew in it and it was leaking too.. not nearly as bad as mine but still wasnt sure if it should be letting air in
