HID fog issues. Please help!

Im going to try and keep it simple....

i've spent at least 10 hours worth of work over the past week on my fog lights. Long story short one of my two HID fog's (passenger side) does not work 80% of the time.

It all started after I wired both sides up. The drivers side one works perfectly fine and transitions from green to yellow very quickly. The passenger side however would not turn on every time I flipped the switch, requiring me to turn the switch off, turn off the truck, and restart it/flip the switch again. Usually it worked the second time, but sometime it took 3. When it did turn on, the passenger side would flicker and take at least 2-3x longer to turn green to yellow never quite reaching the same level of yellow.

SO, obviously the first thing I did was head over to DDM's local shop and see if its the bulb or ballast. After an hour and a half of trial and error in their shops parking lot we got it working with a new ballast but same bulb. The bulb still took forever to turn yellow but they said to change bulbs they need both and I could not for the life of me remove the passenger side HID in the parking lot. So the guy working there got me some zip ties to rig the ballast until I could get home and mount it better. All ready to go I start the truck and neither work. So after much trial and error the next day the problem was a blown fuse on the wire that connects the relay to the battery.

Now that that's solved I plugged it all back in and it worked the first time no flickr or anything. I than turn the truck and switch off, ziptie the ballast in its final location, and turn everything back on. To my utter dismay, the passenger fog doesnt fire Do the on/off thing again, and sure enough it works. So essentially all I've solved thus far is a flickering issue with the passenger side by getting a new ballast. FML

now fyi I plugged in the stock halogen lights and they still work fine...

So with all of the above said, what could possibly be my issue?
I was talking to the ddm guy and he said it could be because of my wiring I did myself since my truck has no stock fog light harness. He said something along the lines of the HID's needing quite a lot of power (probably the wrong word) to start up initially. The reason my drivers side works is because its so close to the battery, the passenger side is just to far.

The guy helping me at DDM was very nice, and told me he wasn't trying to upsell me on other products but he believes this will fix the problem

What do you guys think? What is another possible solution?

Any help would be vastly appreciated.
