stock horn help

so i bought a fiamm for my truck cuz it has the bracket 4 2. i had a high tone and my old low tone was messed up so i got a fiamm low tone replacement for it, and i put it on the bracket under the fender and plug the wire into it and it doesnt work. unplug wire and plug into the other horn and it works. checked it by just running jumpers to battery and the new horn works. why isnt the new horn working but the other one does?

solved problem, appearantly one of 2 conditions occured, new fiamm horns need directly grounded or the bracket on the side of new horn was not a good ground for whatever reason.
