Fuel Consumption Out of Hand

I recently bought my brothers 1986 Ranger XL 2.9 and here's the problem I'm having with it.

It wildly failed its emission test, runs really rich and spits black fluid out of the exhaust.

It had been sitting for about 2 months when I got it. Normally I would fill up at 300-320km but my first tank took me to 250, then 190, within a couple weeks.

Any ideas as to what I should target first would be much appreciated.

tune up

Next your looking for a vacuum leak.
