Front brakes locking up

Front brakes locking up
Hello all, new to the forum, but have checked this site out before.
In the couple of months I've had my truck it's been fine up until now. For the winter season I installed my new mounted winter tires on my truck a couple of weeks ago (late I know). However, recently my brakes have been acting funny as in locking up under light to medium braking. I'll slowly apply the brakes as I'm slowing down for a stop sign and at about the point where I should really start to be slowing down, the tires lock up and skid. It only seems to be the fronts, and only happens when the truck is going slow (leaving a backed up high school parking lot) and NOT when I'm driving fast in the city. I believe the truck only does this while it's cold, like the first couple of minutes of driving. Other than this, the only other problem with the truck is at relatively high speeds (80-120km/h) the truck shakes, the shaking isn't through the steering wheel either, not sure if these are related, as I do suspect that my mounted and balanced winter tires may not be balanced properly.. The shaking has only been since the new winters have been on, and the brakes locking up have only started since the new winter tires, but didn't start right away..
Sorry for rambling....
Important info
1998 green Ranger XLT, single cab, step side
249,780KM
Previously owned by mechanic.
Brakes pads should still be good till next year
Thanks for help in advance!
Erik

the brakes locking like that is a very common issue on rangers. My old 99 did it, my current 2004 used to do it, etc. Really annoying, people always think you're slamming the brakes lol
its the sensor on the front wheels. It'll probably do it when its raining as well.
I sprayed wd40 and it stopped it for a while.
