Windshield Washer Sprays Intermittently

Hey guys, I have a 2000 Ford Ranger 3.0 Flex Fuel 2WD and am baffled at what could be causing my issue. My washer fluid doesn't spray often. My friend who was a Ford Master Tech told me it could be the switch. I replaced the switch, though, at least a year ago when I had to hold down the lever for the turn signal. When I first started having issues with the washer not spraying, I assumed it was the switch. Since I had purchased a new switch through Autozone, I had a lifetime warranty, so I swapped out the switch. Still had the same issue. Then I replaced the Washer Pump. Same issue. I swapped the washer pump relay with an identical relay but had the same issue. Today I just broke down and bought another relay from AZ just to be sure. I'm still having the same issue. Everything works but the washer fluid only sprays sometimes. My Ford Master Tech friend says it could also be the GEM module. I really hope not. Any ideas or suggestions? Please help! Have you tested for power after the switch and after the pump independently?

I haven't, no. How do I do that? With a test light?
