Fuel pump keeps running

Fuel pump keeps running
Let me start from the beginning. 1993 Ranger XLT Super Cab, I cant figure out what is going on. I drove through a really large puddle on my way home and splashed muddy water everywhere. I drove another 15 min uphill with no problems. The next morning my truck was dead. I knew the alternator was starting to go. I jumped the truck and it ran for about ten minutes and died. it cranked several more time and only ran for a few seconds before it died each time. I noticed the fuel pump kept running when I turned it off and REMOVED THE KEY. I changed the alternator and it started up and died, and the fuel pump did the same thing. It kept running. I replaced the fuel pump relay and the fuel filter and poured black gas out of the old filter. Im at a loss. Why does the fuel pump keep running when the truck is off and the key is out? And why wont the truck stay running? By the way I am stationed in Italy so the mechanics out here dont speak much english and they dont have a lot of experience when dealing with american vehicles. Please help.
