Lets back track a bit.
1999 3.0l Ranger will use a Returnless fuel system
I assume the engine stalled one day and would not start.
And that the Anti-Theft light on the dash flashes every few seconds, key off, and no Rapid Flashing when key is turned on(that means PATS anti-theft has cut off the fuel)
If your Anti-Theft light isn't working then bulb may be burned out and you do have a PATS issue, just can't "see" that you do.
So you did the 50/50 test and added some fuel manually to the engine and it started but died.
So you knew Fuel was the issue not spark, 50/50
Then you checked the Fuel Pump fuse, 30amp, and the Fuel Pump Relay, when key is turned on that relay(engine fuse box) clicked 2 times, clicked on then 2 seconds later clicked off
The Fuel pump needs 12volts and a ground to run, the computer monitors this 12volts so that wire, with key on, will always have 5 to 7 volts on it from the computer, but no amps so this can't run the pump, you need the full 12volts.
And that 12volts is only there for 2 seconds just after key is turned on, you can turn key on and off as much as you want when testing.
If the 12volts is there then new fuel pump is bad, if it is a 3rd party pump then not that unusual, if it's a motorcraft pump(Ford) then it would be unheard of.
FORD PATS(passive anti-theft system)
Ford Vehicle comes with 2 or 3 unique PATS keys, each key has an RFID tag embedded in black plastic end of the key, it needs no batteries to work.
The computer or PATS module is programmed with those 2 or 3 unique numbers at the factory.
When you turn on the key there is an antenna around the key slot, it broadcasts a pulse and then "listens" for the response from the RFID tag, if that number matches one of the numbers in memory then computer will allow fuel injectors to work, if there is no match or no number then computer will disable fuel injectors and PATS anti-theft light will flash rapidly.
PATS keys can be tested and Mobile Locksmiths can add PATS keys to an existing system, assuming you don't have a working PATS key.
If you do have only 1 working PATS key then I would advise stopping by a Locksmith that has Ford software and getting 2 more PATS keys to have as spares
