chip and tuner do basically the same functions.
i have a flip chip, i can change the tunes on the fly, the tuner you have to plug in. the tuner is alot more reliable, the chips have problems with bad connectivity, and the conections getting bad, also the chip has a cable that runs to the switch, that cable runs by the radio antenna and causes interferance. sucks.

the programmer you can change tire revs for larger or smaller diameter tires from stock
the programmer you can hook to your pc and run the software which is avaible.
the programmer you can change the gears i nthe programming if you upgrade your gearing
the programmer is just BETTER!
i have the chip and would love to have the programer, the price difference isnt that much ether.
and by programmer i mean the X-CAL 2 from www.bamachips.com
im hearing things about bully dog making a tuner/controller/outlook monitor. i might just get ones of those.
