no fuel pressure

no fuel pressure

I had to splice the cables on the battery to put new terminals. i forgot the key was on from towing it home. when i put the cables back on and cranked the motor no start. put my fuel gauge on and im not getting fuel pressure, replaced relays and checked fuses all good. Jumped the fuel relay and instant pressure of 45 psi. not sure what is going on here... any suggestions?

If jumping fuel pump worked the inertia switch is OK.

What year is the truck?

Does it have PATS(passive anti theft system)?
That disables the fuel pump and injectors if activated.
