93 2.3 Ranger cyl #2 missed with both coil packs plugged in does not with front unplu

1993 ford ranger 2.3.... hard start/misses at low rpm (with both coil packs) if i unplug intake side coil pack it starts and runs like a new truck. both coil packs are new and swapped to test both while running on exhaust side (this is when it runs perfict). changed plugs and wires and found cyl#2 was black not hitting constantly or low voltage. but it does with rear coil pack as a stand alone. if i unplug rear coil pack and use front standalone it starts BAD and hits on 3 cyl's runs rough real bad. its not the crank sensor, if half of the sensor went out the coil pack wouldnt fire on any cyl's. so is it my ICM or my computer? thnx for any help
