When I switch between high and low, there is no change in wiper speed. I checked my fuses (fine), swapped relays (fine), tried new multi-function switch (no change), tried new motor (no change). My mechanic buddy thinks I need a new fuse panel. Anybody else had this problem?

 

i was thinking it would be the resistors but i do not know if they are located in the switch or inline.
