Once again I am in need of help, thank you for your time. So background here, it began to get hard to fill my tank, auto shutoff would kick off on pump. Next I get a check engine light and code is "P0446 Evaporative Emmission Control System Vent Control Circuit".

Now i'm thinking EVAP canister vent valve needs a replacement, to be honest im the kinda guy that will assume part failure rather than diagnose. But I was feeling energetic so I turn the key to the on position, poped under the truck and tested the voltage at the plug, I got nothing.

Next checked the fuse and its fine... I know little about electrical work, the cable runs on the inside edge of the frame and I cant see it that well but the parts I can I dont see worn. How do I figure out where the problem is?
