I am thinking the speedo is electronic while the odometers might be cable. That would explain why one works and the other doesn't. Also could it just be a bad instrument cluster? 1994 was the last year of the Speedo cable
1995 and up use only the VSS(vehicle speed sensor) for the Speedometer and the Odometer, also for computer and ABS.
The odometer on a 1995 is driven by a motor, yes an electric motor with a worm gear drive(same motor is for "trip meter")
