Give us more info,
Cranks and no start?
No crank?
Tries to turn over?
Just narrow it down, start at the battery make sure terminals are connected TIGHT. Then check the battery voltage, Should be somewhere close to 12.68V. Then you can turn to the starter, but it could be ruled out if we had more info. I mean if it cranks but no start it could be alot of things. Basically start witht the obvious/easiest no need to make things hard on yourself. Check the primary ignition, will be a plug right on your coil pack, assuming its not coil over plug, not sure witht the 99s.
Like i said, check that stuff and give us more info, it will be easier to diagnose.

IIRC, the pats is an RFID chip. It is powered by a radio freq sent by the computer to a ring around the ignition.
I had this issue once.
Reset your computer. If it does it again try flipping the key over.
Mine went away on its own. Its possible the transceiver is going bad, or the computer isn't getting all the data off the key.
The dealer is the only one who can deal with PATS effectively.

My problem solved
So I have a 99 ranger 4.0. Had similar problems. The truck suddenly wouldn’t start one day. I would put the key in, lights on dash would either be very dim or not come on at all. Sometimes they would all come on but would never even turn over when trying to crank. No headlights or radio. Theft light was flashing very fast. Changed ignition switch, Dpfe sensor and plenty of fuses. Checked all battery terminal wire connections/ground connections and wire brushed. Still No luck same symptoms. Checked all fuses and relays with voltmeter and they were good. Even though my tools said they were good, Ended up changing fuse #5 (50a ignition switch/starter relay), relay #4 (pcm power relay) and relay #6 (starter relay) all in engine fuse box under the hood. Also changed the large 175a megafuse on side of engine compartment fuse box. FIXED all of the problems. Truck cranked right up and haven’t had any problems since. In conclusion Try those fuses and relays before buying 80$+ ignition switch and other things like I did…
