Don't change anything.
I would first put a can of Seafoam in the gas tank, do that once a year.
Your description reads like dirty fuel injectors or low fuel pressure, Seafoam will deal with dirty injector part.
The computer can adjust fuel flow for dirty injectors or lower pressure when cruising along but when you accelerate, foot on the pedal, the reaction time from the computer and O2 sensors will cause a delay, a hesitation.
The higher RPMs means injectors are not that dirty or pressure is not that low, so at lower RPMs the lower flow is not felt as a hesitation.
If you can rent/get a fuel pressure gauge it might be worth a look.
'96 should have 35-40psi idling, then raise RPMs to 2,000 and hold for 1 minute, pressure should hold at 35psi at least, it you see if dropping slowly maintain the high RPMs and watch gauge, if it continues to drop I would suspect Fuel Pressure Regulator(FPR)
Shut off engine and check gauge after 10 minutes, if should be no lower than 28psi.
A dirty MAF sensor can also cause bucking and hesitation, but that is usually across all RPM ranges not specific.

Are you near an auto parts store that will read your computer for free, most will.
CEL(check engine light) doesn't need to be on for codes to be in memory.
If there are codes write them down, they are specific and don't always mean what is listed on internet.
After they read it have them reset computer with the reader, engine may run rough for a few start ups as it will need to relearn sensor data
