Need help with vacuum hose routing

Hi all,
About a year ago, I decided to replace the spark plugs on my 99 2.5l Ford Ranger. The process went pretty smoothly. Ever since then, however, my truck has been giving me a lot of problems starting. I've actually gone through about 5 starters and even had to replace the flywheel. I decided to get it tested at my local parts store, and the guy said that there was an evaporative emissions leak. Then he proceeded to tell me that the issue could be a broken line, or even a line hooked up incorrectly. Now, I've included a picture of what I think may be wrongly hooked up vacuum hoses, because me and my grandad were unsure of how they went back together. Are they correctly hooked in the pic? and if so, I need help figuring out why my truck wont start correctly. Plz help, I'm not good with cars.

I believe there is a factory vacuum diagram under hood.

If the decal is missing underneath the hood that provides the vacuum hose routing, then a Google search will help you out. Simply type in "99 Ford Ranger vacuum diagram" in the search box.

I did one, and came up with this:
