You talking actually ontop of the gauges? Or the thing with the groove around the steering column? The groove thing is attached to the entire panel w/ the headlight/dimmer switch. The black ontop of the gauges that have the gauge holes in it is removeable and paintable. Pretty easy too. remove cluster and use your fingers to unclip the clear screen then the black bezel then get to work!

If you are talking about the piece I think you are then it isn’t as easy as you thinnk.
Once the Gauge Cluster is removed from the Dash, you then need to pull the Lens Assembly off of the Cluster.
This Lens Assy is made of two parts that are GLUED together and I mean glued.
Once you separate these two pieces you can paint the piece that goes against the gauges.
I attempted two of these lens separation procedures… LoL, and cracked both of them the first one so bad i got a second one to get’r done.
Once I separated it and cracked it, I didn’t like the condition of the lens so I bought a new one from Ford.
Now, do i separate it or leave…
