I read about this mod a few years ago and got scared. Now that I read it again, I think I am gonna have to get the parts and try it.
So from what I read you need:
EATC
Inside sensor
Outside sensor
Blend door
Fan Speed Control
Photo Cell for Sunlight
Does that sound about right? Is it better to get parts from the '98 and newer ones?

Any 2nd gen (95~01) Explorer EATC can be made to work but the 98+ version has a green display (instead of blue) and that would match a stock 99 Ranger dash better.
Don't forget to cut connector pigtails from the harness for the EATC head unit and every other electrical component. Without these, wiring would be a nightmare.
Follow John's How-to exactly for your EATC/Ranger combo and the install should go well.

You can run either. Just read John's how-to carefully and match up your choice of Explorer EATC and your year Ranger to his instructions. The only difference is that some combinations might need an extra relay compared to others. Considering the scope of the overall mod, that makes no real difference in the level of difficulty.
