See my thread:

Timing belt and cranshaft problem anyone? - Ford Ranger Forum - The Ultimate Ford Ranger Resource

Do you have the crankshaft bolt out of the center of the balancer? After I got that out, I just tapped mine with a hammer and it came off

Put the center bolt back in the pulley . Back it out 2-3 turns from being tight.
Install the puller , 3 jaw is best. Tighten it down.
Rap the end of the puller screw with a good sized hammer , 3-4 times.
Snug the puller bolt and hit again.
The pulley should start to move.
Remove the puller and back the pulley bolt a couple more turns.
Use the puller again in the same way , hitting the screw and tightening until you are pulling against the center bolt in the pulley.
Once it starts to move about 1/4 inch the puller should get it off.

yeah, it's not hard to get it off. I did mine with a big gear puller that I bent the arms on. put the center on the edge of the bolt hole and torque it till the balancer comes off.
hey, by the way, how did you get the center bolt out? impact wrench?

When I took mine off of my 94 it snapped off, so i thought getting one off at the junk yard would be a pain, but when iI went and got one it came right off, makes me wonder if some just have issues. who knows but it's all good now.

Please take some pictures of your timing marks (from top to bottom pulleys), so I can see if there is anything wrong.
