Somebody help

1994 Ford Ranger XLT
Ext Cab 4x2
2.3L
5 spd

Ok... I am completely lost....
Just bought this truck from a junkyard. Believe me, it's in great shape. Body great, interior great, tires brand new...

Ok, was told it needed a fuel pump...
I replaced the fuel pump.
No luck...

Here's what I know... No bad wires, no bad fuses or relays...
here's what I've done...

***NEW***
Fuel pump
fuel filter
Fuel pump relay
New EEC
New filler neck for gas tank

Here's what I know...
I can jump the fuel pump relay and it fires right up and runs like a champ...
jumping relay or not, relay itself does not CLICK...New or old relay, no CLICK
fuel pump gets 6.9 consistent volts, but does NOT get the 12v or more to prime the fuel rail, when key is turned on...
new or old EEC doesn't ground the fuel pump relay..so obviously no click, no fuel....

Truck shows 212k on odometer but it's been taken care of. Think previous owner was an older gentleman (near 80 now) who bought new..tried to find problem and gave up...carfax showed 312k in red numbers. Fairly certain odometer does indeed work and is correct...

I'm into the truck for just under 2k right now.. Once I find and fix this current issue, that number will go up lol I'm in love with this truck already and ready to get her on the road!!!!!

Any ideas from anyone are appreciated!

***update***
Just woke up with a clearer head, did some studying, found out that maybe my very first guess may have been correct, cam or crank sensor, reason? The check engine light NEVER comes on. Turn the key to the on position, nothing...need to check to see if I do indeed have spark but I'm fairly certain truck will bee in the shop very soon...

If you think I may be missing something, please comment...

Hi, I just woke up and my head is still a little fuzzy, but did you check the inertia switch?

Y'all aren't gonna believe this. The problem was a bad ground. Had an exposed ground wire. Less than the size of a pea... Took another pieceof wire and wrapped it around the exposed area, then grounded the other end. She fires up every time now. I saw the wire day one but dismissed it...

Actually, yes, I would believe that. If the circuit isn't grounded, then current won't flow. Glad you found the issue! Now, you can start spending MORE MONEY!!!! LOL
